After the formation of Himachal Pradesh as Part-c State in the first general election in 1951 , first Legislative Assembly of Himachal Pradesh was formed with the election of 43 members . First Democratic Govt. of Part-c State was formed with the Three member Ministerial Council headed by the then first Chief minister Dr. Y S Parmar and Pt. Padam dev from Rohru  as Home Minister and Pt. Gauri Prashad from Rewalsar Mandi District as PWD Minister. M. S. Himmat Singh was the Lt. Governor. This legisltive Assembly functioned from 1952-1956 .]]></description>
