Review of Mukhyamantri Seva Sankalp Helpline:
- It has been launched to create a centralized grievance system to register grievances/ suggestions or seek information and provide feedback.
- It is a single platform for registering complaints received through multiple channels and also offers a bottom-top approach resulting in quicker response.
- A total of 63 departments were included and 63805 calls were received from 16th September to 15th October 2019.
- As many as 17065 complaints and 3221 demands and suggestions were received out of which 60 percent have been addressed.
- PWD has received maximum numbers of complaints followed by Rural Development and Panchayati Raj, IPH and Revenue department, etc.
- In terms of quality of resolution, IT ranked first followed by Revenue, Food, Civil Supplies, and Consumer Affairs, SC, ST OBC, and Minority Affairs, etc.
Relief hiked for rape, acid-attack victims:
- The government has enhanced the compensation from Rs 1 lakh to Rs 3 lakh for crime victims, including rape and acid attack under “The Himachal Pradesh (Victim of Crime) Compensation Scheme, 2019”,
- If the victim is less than 14 years of age, the compensation will be increased by 50 percent over the amount.
- As such, a minor acid or rape victim will now be entitled to a compensation of Rs 4.50 lakh.
- The scheme covers 15 crimes, including physical abuse of minor and death or injury in the case of woman in cross-border firing.
- The main objective is to provide financial assistance to the victim and support services such as shelter, counseling, medical aid, legal assistance, education and vocational training depending upon the needs of the victim.
6 Panchayats of Mandi included in Shyama Prasad Mukherjee National Rurban Mission:
- 6 Panchayats of the Sanor area of Mandi district have been included in Shyama Prasad Mukherjee National Rurban Mission.
- Rs 50 crore will be spent on planned development activities in Gram Panchayat Aut, Kigas, Nangwain, Jhiri, Takauli, and Kota Dhar.
- In these panchayats, solid and liquid waste management, street lights, roads, roads, drains, drinking water supply, farmers training workshops and nature park development etc. will be done under the mission.
- The first installment of 4.50 crores has been released under the mission, which is being spent on various development works in these panchayats.

मुख्मंत्री सेवा संकल्प हेल्पलाइन की समीक्षा:
- यह शिकायतों / सुझावों को दर्ज करने या जानकारी प्राप्त करने और प्रतिक्रिया प्रदान करने के लिए एक केंद्रीकृत शिकायत प्रणाली बनाने के लिए शुरू किया गया है।
- यह कई चैनलों के माध्यम से प्राप्त शिकायतों को दर्ज करने के लिए एक एकल मंच है और नीचे-ऊपर के दृष्टिकोण को भी प्रस्तुत करता है जिसके परिणामस्वरूप त्वरित प्रतिक्रिया होती है।
- इसमें कुल 63 विभाग शामिल हैं और 16 सितंबर से 15 अक्टूबर 2019 तक 63805 कॉल प्राप्त हुए हैं।
- लगभग 17065 शिकायतें और 3221 मांगें और सुझाव प्राप्त हुए, जिनमें से 60 प्रतिशत को संबोधित किया गया है।
- पीडब्ल्यूडी विभाग को सबसे ज्यादा शिकायतें मिली है। इसके बाद ग्रामीण विकास और पंचायती राज, आईपीएच और राजस्व विभाग को अधिकतम शिकायतें मिली हैं।
- संकल्प की गुणवत्ता के संदर्भ में, आईटी पहले स्थान पर रहा, उसके बाद राजस्व, खाद्य, नागरिक आपूर्ति और उपभोक्ता मामले, एससी, एसटी ओबीसी और अल्पसंख्यक मामले आदि हैं।
बलात्कार, एसिड-अटैक पीड़ितों के लिए राहत बढ़ी:
- सरकार ने “हिमाचल प्रदेश (अपराध का शिकार) मुआवजा योजना, 2019” के तहत बलात्कार और एसिड हमले सहित अपराध पीड़ितों के लिए मुआवजे को 1 लाख से बढ़ाकर 3 लाख रुपये कर दिया है
- अगर पीड़ित की आयु 14 वर्ष से कम है, तो मुआवजे को 50 प्रतिशत अधिक राशि से बढ़ा दिया जाएगा।
- जैसे, एक मामूली एसिड या बलात्कार पीड़िता अब 4.50 लाख रुपये के मुआवजे की हकदार होगी।
- इस योजना में 15 अपराधों को शामिल किया गया है, जिसमें नाबालिग के शारीरिक शोषण और सीमा पार से गोलीबारी में महिला की मौत या चोट शामिल है।
- इस स्कीम का मुख्य उद्देश्य पीड़ित को वित्तीय सहायता प्रदान करना और पीड़ित की जरूरतों के आधार पर आश्रय, परामर्श, चिकित्सा सहायता, कानूनी सहायता, शिक्षा और व्यावसायिक प्रशिक्षण जैसी सहायता सेवाएं प्रदान करना है।
मंडी की 6 पंचायतें श्यामा प्रसाद मुखर्जी राष्ट्रीय रूर्बन मिशन में शामिल:
- मंडी जिले के सनोर क्षेत्र की 6 पंचायतों को श्यामा प्रसाद मुखर्जी राष्ट्रीय रूर्बन मिशन में शामिल किया गया है।
- मिशन के तहत एक क्लस्टर के रूप में ग्राम पंचायत औट, किगस, नंगवाई, झीड़ी, टकौली और कोटाधार में नियोजित विकास गतिविधियों पर 50 करोड़ रुपए व्यय किए जाएंगे।
- इन पंचायतों में मिशन के तहत ठोस एवं तरल कूड़ा कचरा प्रबन्धन, स्ट्रीट लाईटस, सड़कें, रास्ते, नालियां, पेयजल आपूर्ति, किसान प्रशिक्षण कार्यशालाएं और नेचर पार्क विकसित इत्यादि कार्य किए जाएंगे।
- मिशन के तहत 4.50 करोड़ की पहली किस्त जारी की जा चुकी है, जिसे इन पंचायतों में विभिन्न विकास कार्यों पर व्यय किया जा रहा है।
