- Shri Padam Dev participated in the non-cooperation movement (1920) and civil disobedience movement in 1930.
- Shri Padam Dev was the founder member of ‘Himalayan Riyasti Praja Mandal‘, and did commendable work as a Secretary, Praja Mandal.
- Shri Padam Dev was also General Secretary of ‘Himalayan Hill States Regional Council‘.
- He launched a relentless struggle against Reet‘, ‘Begar‘, ‘Untouchability, and especially discrimination against Koli.
- He also led Suket Satyagraha which was completely a nonviolent action against the Raja of the State, first of its kind in the Himalayan States.
